What is the Employment Training Panel?

The Employment Training Panel (ETP) is a joint business-labor state agency that provides funding to help California employers train workers in the skills they need to stay competitive. It supports small, mid-sized, and large businesses through two types of contracts:

  • Multiple-Employer Contracts (MECs)
  • Single-Employer Contracts

ETP funding is designed to:

  • Retain and motivate existing workers
  • Support internal HR and training systems
  • Keep staff up to date on technologies
  • Ensure quality control

How Does It Work?

ETP offers flexibility in training design, allowing employers to choose their curriculum and training method, such as: classroom-based instruction, online training, and On-The-Job training.

ETP operates on a pay-for-performance basis, meaning:
  • Employers are reimbursed only after training is completed and workers are retained
  • The performance period spans 21 months
  • Employers must show:
    • Training hours were completed
    • Training goals were met
    • Trainees are still employed 90+ days after training at a qualifying wage
Reimbursement rates vary by industry and training method.
